Are set-asides in federal and state government contracts still needed? If you’re a minority woman business owner, your answer is most likely yes. However, according to a study by the Washington State Department of Transportation, white women are awarded enough contracts that they could now be excluded from the state’s list of minority-owned businesses and are no longer subject to the federal government’s Disadvantaged Business Enterprise (DBE) program.   The jury is still out on whether the state will follow the report’s recommendation and eliminate the set-asides.
