How welcoming do you feel your city is towards small business? According to the new (with the Kauffman Foundation) Small Business Friendliness Survey, if you aren’t in Colorado Springs, Boise or Houston, you’re not in the friendliest city. In terms of states, the friendliest are Utah, Idaho, Texas, Virginia and Louisiana.

What small businesses care about in their locale varies, but overall, being small business friendly means:

  1. It’s fairly easy to start a business
  2. It’s easy to hire an employee
  3. Regulations are not too prohibitive
  4. Health and safety regulations are small business friendly
  5. Tax codes are not restrictive
  6. Licensing isn’t hard to figure out or weighed down by red tape
  7. Zoning laws are helpful, not hurtful
  8. The state or local government offers training and networking opportunities helpful to small businesses
